The Honolulu Authority for Rapid Transportation (HART) is the public transit authority responsible for planning and constructing Skyline, Honolulu’s rail transit system. It is the first fully automated, driverless urban light metro system in the United States and represents the largest public infrastructure project in the history of Hawaii.

Skyline’s route is approximately 19 miles, with 19 stations, along Oahu’s southern coast, and it is being constructed in three segments. The first segment, from East Kapolei to Aloha Stadium, is already in revenue service, with the next segments planned to extend service from Middle Street, through downtown Honolulu, to the Civic Center Station.

We are seeking a professional to lead our configuration and asset management efforts, ensuring compliance with Federal Transit Administration (FTA) guidelines. This role involves implementing and maintaining configuration management and quality management plans, providing technical leadership, and ensuring compliance with regulatory standards.

Job Duties & Responsibilities

  • Lead and oversee configuration management and asset control processes to ensure compliance with FTA requirements.
  • Track, monitor, and ensure that capital asset information is accurate, accessible, and aligned with regulatory standards.
  • Develop and implement configuration management and asset operating plans to support HART's long-term goals.
  • Collaborate with internal teams and external stakeholders (engineers, consultants, and contractors) to ensure effective communication during system integration and construction processes.
  • Monitor project deliverables, timelines, and risks; take corrective actions as needed to meet project goals.
  • Investigate nonconformance issues related to assigned projects, recommend solutions, and coordinate alternative approaches.
  • Conduct construction site visits and audits to verify compliance with plans, standards, and regulatory requirements.
  • Provide technical leadership in applying configuration control processes and maintaining asset tracking systems.

Minimum Requirements

  • Bachelor’s Degree in Public Administration, Engineering, Construction Management, Project Management, or related field of study; and/or 5+ years of project management experience on large transportation infrastructure projects.
  • Certified Configuration Manager and/or 5+ years verifiable experience as a Configuration or Project Manager on high- volume construction project(s) is highly desirable for this role.
  • At least one year of demonstrated use of root cause corrective action, systematic problem solving, or related problem solving experience.
  • Proficient with MS Office applications: Word, Excel, and PowerPoint.

    Work Schedule and Location

    • Schedule: Monday - Friday, 8-hour shift.
    • Location: The work for this position is conducted on-site at the HART offices located in Honolulu, Hawaii 96813. Telecommuting is not currently available for this role.
    • Relocation: HART does not cover relocation costs. Candidates must be able to reliably commute or relocate to Honolulu by first day of employment.
